Um... honestly, it is quite logical.
Electric vehicles still cause road wear, which the gas tax pays for (as much as you can say any particular tax goes to any particular expense). So this is a way for people who still cause wear to the roads but who were not previously paying the taxes for road maintenance to pay "their fair share."
Or you could nationalize oil production and use the profits from exports to pay for the roads. But that actually makes sense.
