I was thinking the same, but apparently there are strains of hibiscus (Roselle in my example) the leaves of which do resemble marijuana...A cop who can't tell the difference between a picture of hibiscus and marijuana is not doing his job. Police officers are supposed to have specialized training in drug recognition, hence why judges approve warrants based on their word that they are identifying something as marijuana. I would guess that both the municipality and the insurance agency pays.
I personally wouldn't know but my friend tells me that these plants don't look much like marijuana. Lots of plants have long, thin leaves and authorities should probably study more. That looks nothing like my hibiscus. Mine have the giant 6" flowers, and the leaves are quite different.
