You're right about the "hoarder" part. Please keep in mind there are health and safety laws for those who hoard things, such as trash or animals. Personally, I'd be scared as shiat to live next door to someone with TONS of ammo! A fire gets out of hand and BOOM!, there goes the neighborhood! Would probably dwarf the Southside Indy gas explosion!

I think it would have been an excellent idea to leave the 1200 guns and 6 tons of ammo alone in an empty townhouse until the police turned it into an attractive target. The public was unaware of their existence and only became aware of the guns and ammo because the police called the press attention to them. This is even before seeing how poorly they are handling the firearms causing unnecessary damage before considering anyone's potential inheritance.
Uncared for trash and animals can cause disease. There is a public health issue involved. There is no public health issue with a collection of firearms and ammunition.
Tons of ammo are not an explosive hazard. Please watch the following video for a very good education on the safety behind cartridge technology.

Other than firefighters unwilling (or not allowed by senior firemen) to attack the fire due to thousands of rounds cooking off and not knowing what else is stored in there - hundreds of pounds of powder in bulk quantities for reloading purposes, hand-loaded 37mm grenade rounds, etc.
