    I think you're asking for two very different things connected with a "/".
    I'm not sure a dual use "storm/safe" room is going to be economical.

    One is designed to be impervious to attackers for a limited time until help arrives. And the other is designed to protect you from debris for a limited time, until it is safe to leave on your own.

    Depending on budget, you're going to wind up with an elegant drilling rifle or a tarus judge.

    Me, I'd go with the window and a 4x4 " (or whatever code requires). window well, with ladder. Put some bars on the window and some bars at the top of the well if you like. It will then be the most well protected point on your exterior.

    And you you can call the room a "bedroom" when the time comes to sell the house.
