No actually state law, unless that power is specifically granted to the Federal Govt. trumps federal.
The 10th Amendment, which is actually in the US Constitution says:
"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
