    He is how that can be done and said with out raising an eyebrow.
    He was still moving and I felt he was was a threat and I felt threatened for myself and others life’s. I witnessed that he was reaching for a Weapon or a detonator. I fired a controlled pair and kept firing till I believed the threat to be neutralized.
    Ideally, it would include a reference to modern training regarding injured suicide bombers that dictates you shoot until they stop moving.

    I guess you're right. Aiming for the head shouldn't be strictly required.

    I don't know what happened but it could be considered heroic since the guy might not have been unconscious and wearing a second bomb.

    Or a second suspect could have been present as well.

    You're speaking of a BUB, which is a good question, are those carried? Is there a forum out there and people are asking other people what kind of BUB they carry?
    It's too bad these people can't get a different hobby, like making bead jewelry or flower arrangements.

    Well he wouldn't want to have others think that he screwed it up, but there's no way he did that intentionally at that very spot since there wasn't many people there.

    By the standards of most of us here, anyone that wants to strap on a suicide vest and blow people up are all crazy.

    Perhaps this is appropriate to a different thread, but I suspect I could convince many people otherwise. :)
