OK, a bit of Google-Fu later I see the issue. As much as I learned about flags in my years in the USAF, you'd think I'd have heard or read something about the Martial Law.

But make it a REALLY big Ziploc, so the nice officer can see all of your stuff without having to rummage.

I was fishing with a buddy at patoka lake when a conservation officer checked us for licenses. I handed him my lifetime license as my buddy began to empty his wallet looking for his. A couple minutes later after he had the front deck of the boat covered with all the crap in his wallet he finally found his license. The CO said "buddy you should get a purse". That one is still good for a few laughs.
