This is how section 331 was drafted out of McCain's committee:
Repurposing and reuse of surplus military firearms (sec. 331)

The committee recommends a provision that would transfer
excess firearms to Rock Island Arsenal to be repurposed for
military use as determined by the Secretary of the Army.
Additionally, the provision would allow for the transfer of
M-1 Garand rifles and caliber .22 rimfire rifles currently in
the Navy and Marine Corps inventory at Defense Distribution
Center, Anniston, or Naval Surface Warfare Center, Crane to be
used as awards for competitors in marksmanship competitions
that are held by the Navy or the Marine Corps.

    https://www.congress.gov/congressional-report/114th-congress/senate-report/255

Haven't been able to track down when it was amended to the current language. Notice, the initial wording would have allowed the secretary of the Army to make the decision.

Despite all of his flaws I have always tried to defend him because of his time as a pow. I'm done now.

All the respect I had for him over his time as a POW was gone some time ago.

I respect what he endured in service of his country. I regret that the nation's leadership at that time didn't put more value on his life than their political whims. Nevertheless, it's not out of line to recognize that he's become a full fledged douchebag.

Sen. John McCain has introduced language into the National Defense Authorization Act for Fiscal Year 2017 to destroy surplus/collectable 1911s rather than sell them via the CMP.

Senator John McCain Wants To Destroy the Govt Surplus of 1911 Pistols | RedState

Looks like the old hero got caned in the head too many times as a POW. What a disgrace.

I have never ever thought him worthy of office.

The longer this man is around...the less respect I have for him! Anymore, and whenever he uses the terms 'conservative' or 'republican', I look around to see who he's talking about!

His best day was the day he arrived home from Vietnam alive! I commend + thank him for his service...other things have their limits!

McCain, like far too many Republicans in office, has abandoned his conservative roots (if they had any at all) and are truly leftist Democrats. He needs to switch parties and get it over with.

He has made the usual political calculation - that he can enact legislation that makes him appear to be doing something to part of the electorate while ****ing off a smaller part of that same electorate.

My sig line says all that needs sayin' (notice it doesn't mention party)

All these attacks appear to have a commonality but I still can't put my finger on it.

Looks like the Senate will actually vote on some measures.

Can't see where the House is contemplating a vote. But, that chamber has more members up for election. ;)

I'm not entirely sure why people are upset about these 1911s being repurposed for components of other firearms.

    And bollards?

I'm not a huge 1911 fanboi, but even I think it disingenuous to propose that functioning, historic, 1911s are best put to use as bollards.

    (2) REPURPOSING AND REUSE.—The items specified for transfer under paragraph (1) shall be melted and repurposed for military use as determined by the Secretary of the Army, including—
    (A) the re-forging of new firearms or their components; and
    (B) force protection barriers and security bollards.

"Re-purposed" is an interesting word in this context. It's not like a malfunctioning pistol will be repaired with spare parts made from these pistols. The purpose of this isn't to save the government the cost of metal. Likely, the way the government operates, it'd be cheaper to just buy new steel.

No, the purpose of this is to keep those guns "off the streets", a sentiment that demonstrates which side McCain is on.

They are taking $500 firearms and turning them into <$10 of usable steel.
