As long as you can legally own a gun, silencers are legal to own anywhere in the state of indiana.
I think what you may be referring to is the CLEO requirement. There are some Chief Law Enforcement Officers (CLEO) that don't like to sign off on your forms but there are ways around that.
You'll have no problem with either the Jo.Co. Sheriff, nor any of the other chiefs of police in Johnson County.
There are SOME liberal goofballs (some in Lake Co, I've heard) that won't sign off on the paperwork. The "way around" is 100% legal and involves the formation of a Trust. Using a trust to buy an NFA item, since it's not an individual, but an entity, doesn't need to have CLEO sign-off on the paperwork that individuals need.

The BIGGEST benefit to a trust is that you can add other people to it (family, friends, basically anyone legal to possess firearms) and they can have control over the firearm without you being present. If you register the NFA item as an individual, you need to be present for anyone to use or be in sole possession of your stuff. It also needs to be locked up when you are away.
Say that you get your father, 2 brothers, and a brother-in-law, and your best buddy on the Trust... You could, should you desire, pool resources together in order to purchase an NFA item.
But being able to let any member of the trust be in possession of the item is also a FANTASTIC benefit.
Last I heard, the new chief at Greenwood PD isn't signing. I've been told that the county sheriff will still sign.

but im ramping up for a new one soon can any one confirm this recently ???
