I don't know that the act in the article was neccessarily constitutional as there was no mention of a constitutional challenge. It sounded like everyone wanted to do this to help build up our trade so they did it and no one ever challenged the constitutionality of the act. It might make an interesting project for a law school class.

Is that what you and OP are trying to prove, that we have no right to be free of government mandated health insurance? Or that Thomas Jefferson was a statist? Or what, exactly? The muddled, contradictory, confused arguments that the libertarian anarchist weltanschauung crowd keep tossing out are as tangled as the Gordian knot. Is there some sort of point here?
