I bought my first pistol in 1991 at the 1500 and vaguely remember this. I think it was only for handguns. It was back when there was a seven day waiting period without a LTCH. I remember getting a letter from the State Police and having it with me when I went to Plaifield to pick up the gun. I'm not sure I had to show it or anything. I just remember it said I was ok to pick it up.

I am going to dig through my old records and find one of those letters when I have a chance, but I think you are right, i think it just stated I was a proper person to purchase a firearm or handgun. Thanks for jogging my memory.
