Besides, who would want Chicago? That's where most of the problem is coming from. Put it in another jurisdiction, and you just outsourced that problem.



How about raise the friggin taxes up high enough to pay for all the goodies everyone wants.
the taxes on EVERYONE. Not the rich. Not the poor. Not the middle class. EVERYONE!

If you want this benefit... well it costs $$$
There is NO FREE MONEY.

You do not that cook county, il has the highest % of population on some form of .gov assistance in the nation.

I would delegate much of my dictator work to my deputy dictators.
I would set the state into zones based on productivity the most productive would live the best.
The underproduction zones would live on bread and water with no Internet or texting.

I would hold rallies and after the speech hand out small gifts like the casinos do!
This would ensure my grip on power have you seen what people will do for free toasters!

Not that I have planned out a dictatorship or anything!

I find this unfathomable. Chicago public schools have higher graduation rates, math and reading scores than the rest of the state???

Raw numbers? Probably simply due to the larger number of students. But I agree if we are talking percentages I too have my BS meter going off.

BTW- My high school freshman algebra tells me that the rest of Illinois has to have a high school graduation rate of about 90% (89.9) in order for the state to have an 86% graduation rate with Chicago's 69.4% rate.
