He probably thinks he is invincible in the eyes of the law since he got away with murder.
The "system" clearly isn't doing ANYTHING to dissuade him from that notion.
Given the way he probably thinks, what other conclusion is possible given his "success" rate? Our system and the people who mishandled the murder case have shown him that he's above the law.
I predict that he will end at the hands of a similar miscreant long before the legal system is able to curtail his actions.
