Solve this by, any company receiving "tax breaks" will have to pay the equivalent amount to Federal taxes.
Save $100,000 in local or state taxes, and you'll pay $100,000 to the Feds.
Of course, it'll never happen.
There'll be an outcry of "Federal expansion" or "unconstitutional" among the people that are perfectly okay with those very things.

Low taxes would be a good incentive.
Eliminating income taxes would even the playing field for all businesses.
Replace it (and personal income tax) with a single or set of use taxes so that taxes are based on consumption and use, rather than on earnings or savings.
