I seem to recall, from a few years ago, a couple of Lawrence police officers got in trouble for doing that, although they used gauze instead of the more effective plastic.

When I was in that kind of work, I would pull the arrestee's shirt up over his face. That seemed to work, once, of course, the individual was in custody and handcuffed.

Now that you mentioned that, let me add this other story from last weekend involving the Goshen Police officer's OWI with Elkhart County and Elkhart City Offficers as passengers. It will be interesting if investigation shows any of these three discharged weapon(s) from this vehicle during a night of carousing.
