    Well I had a lower about 2yrs ago and ended up selling it because I lost interest in building it. Then last year, I picked up another lower and parts kit. So now I figure why not do something with it. So now the only question is buy to tools or pay someone. I had someone through work lined out to do it (for free) but now he just doesn't have time.
    If you go with a complete upper, $20 in a pin punch set (I have a large set of which I've ever used two punches and the hammer) will build the lower. Oh, and a castle nut wrench. Mine is a Tapco cheapie and works fine. Pay for tools once and you can always resell, even at a loss, in a way that puts you money ahead on paying someone

    Or keep them and they become a good investment on basically the second lower depending on how much you spend.
