    Senate Bill 181 was never passed. It was referred to the Judiciary Committee but I don't believe it ever got out of committee. Carrying on the "campus" of the Indiana Government Center is still prohibited under 240 IAC 9-3-1:

    Just seen on the facebook link they'll be asking people to "sign in". Do you know what this information this will involve?

    I believe they were discussing it further down on the page. Requiring at sign in proof that those who partake are of legal age, properly licensed to carry, and they are who they say they are. Meaning they will ask to see ID and LTCH. The reasoning is in case someone was to enter it and try to sabotage the events intent you would be able to identify whether or not they were actually a part of the movement. Also, they were talking about recording DL numbers for further security, but were planning to destroy the sign in sheets as soon as the event is over for everyone's peace of mind.

    Of course, that's not to say someone still couldn't enter, sabotage, and hurt the intent...but it's a good and reasonable measure to at least attempt to avoid such acts I think. It's really about all people can do without securing an event on private property and such.
    From my understanding, it will be your name and driver's license number, nothing else. The DL number just validates the name given. I don't think they will be checking for LTCH, that is on you to make sure you are carrying legally. The reason for asking people to sign in is to have a registry of those who attended as part of the group. If someone were to do something stupid and end up in the media, they can look at the list and see whether or not they were with us. It's to keep saboteurs from discrediting us.

    The list will not be kept on file and will not be used for any reason other than stated.

    I assume the public sidewalk is safe, but I've never seen any formal definition of "campus" or a legal description of the IGC property lines. I know from talking to former prospective clients that the capital police have escorted folks they thought were carrying from the lawn to the sidewalk and asked them not to come back onto the "grounds." That occurred during the anti-Barnes demonstrations.

    So, without "securing any professional legal advice" :):

    Do you think it would be a worthy risk for people in this event to stay on the adjoining sidewalk, or would it be better to stay on further sidewalks such as across the street?

    My line of thinking is that if any problem was to arise, you would probably be the "go to guy" so, your input here would be most valued IMO.

    I have done a open carry protest in front of this building before, it was safe then (about a year ago) and considering laws have not changed, I would not see why it wouldn't be legal now

    I understand their reasoning for it. Ive just never been a fan of some volunteer recording my information at a protest.

    I'm planning to attend and I don't mind giving out my ID and even showing my LTCH if it helps keep us gun owners looking sane and reasonable. It would be wonderful to have at least one attorney experienced in civil rights among us if possible.

    Took part in this also and there were city police observing our gathering and walk and said nothing about us meeting and grouping on the southside sidewalk. Believe there was a rep from the NRA and Oath keepers that joined us. have you invited those folks?

    I will be going. I get a limited amount of time off from work and I can't think of a better way to spend a day off than to spend it practicing my 1st and 2nd amendment rights.

    I believe the NRA has been informed. I don't know about the Oath Keepers, but if being service/prior service and willing to defend the oath counts as being an "Oath Keeper" than yes, I'll be there. ;) :):

    Indeed. It's one of the FEW things that can be done to try to thwart any saboteurs.
