I used to have an L9-A1, the full size version. It was a dream to shoot, the trigger was very nice and I honestly liked the triangle sites. I had some extraction issues though and I sold it. I believe Allen was able to fix them eventually. I am not sure if Steyr has addressed the extraction...

There are about a gazillion accessories for the R700, so you could definitely pretty her up later down the line. Probably could change out the bottom metal to take detachable mags too but don't quote me on that as I am not a R700 expert by any stretch of the imagination.
Ah man, the stainless 75 and the grey on the car just look amazing together with the contrast from the dark on the slide release and the manual safety!

I'm a pretty big Savage fan, I've had very good luck with their rifles and the common consensus on here is that they are the best value for accuracy out of the box.
Savage Hog Hunter line can be found on GB for about $400-450. This is minus shipping and transfer though. Most of the ones I looked at had OD stocks. Either 223 or 308 will get you there. Also has a threaded barrel.
