I have used the PPU ammo at a range with similar rules. I only put a couple of mags through my AK due to the price of the ammo, but I didn't have any malfunctions. I couldn't tell any difference between the PPU and steel case except for the cost.

The article calls it a shotgun multiple times, but the gun is marked "223 rem" on the side of the receiver and it was definitely ejecting rifle brass. It looks like it is a pump action rifle.
You will need a new bolt carrier (or modify the current one) to use your Glock magazines in the existing upper. The Colt magazines are double stack and the Glock magazines are single stack, so the bottom of the bolt carrier is too wide on the Colt mag bolts.

I have a VEPR in .223/5.56 and my only complaint is that with the heavy VEPR barrel the rifle is very heavy, almost to the point of making it impractical. Other than that it is a great rifle.
On a build I did I had to drill them out and press the front sight base off. I briefly tried to get it off without drilling the dimples out first, but it didn't budge. I didn't reuse the sight base though.
