You are right - they need something. I just don't think a real threat of nuclear war is the answer. Old people went through that and it sucked.
Maybe they need a military draft again and everybody go through at least Basic, AIT and Reserves.

Our military does what it does, because of equipment and training.
Fill the military with "everyone" and all you'll do is dilute the training and equipment.
Also, it sucked bad enough, and that was with people that at least voluntarily signed up.
Start adding in a bunch of whiny rejects that can't handle people clapping hands??
