and yes there is a way to program them to be able to listen the local first responder freq. but if you hit the transmit button you will talk on another freq. thus avoiding getting in trouble for using that nonpublic freq. its a simple fix from within the software.

in CHIRP you can also disable transmit entirely (per band or per channel) so the radio won’t even transmit on that listen only frequency. (Like the NOAA weather channels )

One of the radios like this wasu or something, had a hack you could download and make the radios transmit more powerful. Do the baofengs have that too? For informational purposes of coarse

I purchased two from amazon but it would only let me use the discount code on one radio.

If he is I am! :)

Do these come with enough basic instructions as to how to set up the CHIRP programming? Do they work without the CHIRP programming (as in out of the box to just listen to local bands?)
Assuming I buy the "good" cord of course, is programming pretty easy? (How about changes if I am in a different area?)

Also a link or point in the direction of basic licensing would be great. (I gt a basic lesson from an INGOer many years back but wanted to get the scoop again now)

    Thanks for any help/answers!

chirp can be download for free online.
you enter in all your freqs in it and at what channels on the radio you want said freq and then you do a program dump to the radio and presto the radio has those freq in it.

What model radio are we talking about exactly?

Hopefully its not the 888S. Chirp isnt playing nice with those now for some reason. (It checks all the boxes during programming upload, even if you didnt check them in your config. VOX ON, lo and hi voltage inhibit tx, battery saver, beep, etc)

oh good to know. i have not used chirp in a long time
dont think it was possible with the version i was using.

The setting you want is one of two:
Per channel its duplex "off" (Instead of none, +, -, split. Not very intuitive, I know. )
This only works in the preprogrammed channels. If you switch to VFO and hand key a freq you will be able to TX.
or Settings, other settings, VHF/UHF TX enable unchecked)
This makes it a scanner and prevents ANY TX. Even on stuff you are "allowed" to (if you are disregarding superfluous rules)
