The European flag(?) is similar to the Indiana flag.

I thought that too.
Flag of the European Union.

Almost the same number of starts too.13 on the outter circle for Indiana, 12 for the EU.
Indiana flag is of a darker blue I think, not that I had both side to side to compare.
