If you want discretion, don't bring attention to yourself by wearing apparel that will draw like minded people to you in a crowd you obviously aren’t comfortable sharing your ideals with. I wouldn’t wear an INGO hat if I didn't want my fellow INGO brothers and sisters to come up and speak with me. If I wanted to stay under the radar, I would dress accordingly.
It’s a free country and you can wear what you want anytime, anywhere; I say more power to you. But don’t jam someone up when you advertise.
