    Complaints can be a function of where you work. The local thuggery will complain you're "harrassing" them to attempt to get the brass to call you off, intimidate you over the chance of a lawsuit, etc. Or, they can be completely legit and the officer screwed up. If you work in certain areas (and I do mean work, as opposed to be just assigned to) you will get complaints.

    I've certainly been complained on for things I did not do, including an allegation of a serious felony by a mentally ill woman who probably really believed what she was claiming. I've also been complained on for things I absolutely did do...but the person didn't like it despite it being within policy, within the law, ethical, etc. To date, I have no SUSTAINED complaints in my file, which is really what matters. Remember there is no burden of proof at all to file a complaint, and in most places there's no repercussions for filing a false one even if it's technically illegal.
    What causes one to be sealed though?

    The " rest of the story " should be pretty short ending with this guy spending the rest of his natural days in prison.

    Based on what? What information do you have that we don't, or do you think that an un-intentional act leading to one's death, should be treated the same way as an intentional act with the same result.

    So, attractive blond in PJs...not wearing hijab...shot by Somali named Mohamed. Having only those six connected puzzle pieces folks without the whole picture may start trying to piece together some of those random 500 into the picture they think fits.

    They may not be right, but also they may not be wrong.

    Interesting side discussion about "should I call the police?" Its funny, because some of our LEOs bring up, "should I go to a doctor?" The answer is the same for both. Probably not unless you really need to. Both can save your life but contact with both increases your risk of accidental injury or death. Everything in life is a risk benefit ratio. The most adamant people I know that say to avoid unnecessary medical attention or LEO encounters are, wait for it, doctors and LEOs. On the other hand when you need them, you accept the additional risk in hopes that the benefit will outweigh it.

    I do have to ask this. If the roles were reversed and a LEO was standing next to a vehicle and the passenger shot and killed the LEO, would that situation be handled in a like manner?

    From you vantage point, not within the police dept. at issue, just how is it being "handled"?

    Also, not to be victim blaming, but if you're an attractive blond wearing PJs should you run outside at night when you think a rape is occurring? Unarmed? According to some of the articles she was an anti...therefor part of the stern look crowd I suppose. Not a good decision on her part but she definitely didn't need to be shot for it.

    According to an article in the Daily Mail, the location where she was shot was like a block away from her house, so not only did she go outside, but pretty far down the alley.

    The ONLY reason I'm open to the notion that a Somali police officer might be an issue is that the MPD appears to have some training issues. Yes, that is a generalization based on reported stories - so it is by no means an objective opinion.

    The point is, though, that if training issues allow certain lapses to occur, what other holes in the selection and training protocol may allow something like this to happen.

    If this specific shooting was an ND, it is still fairly labeled as a training issue, regardless of the heritage of the officer involved.

    Oof. That link also reports that the victim was shot multiple times. More than once kinda rules out an ND.

    Wonder what she must've said to deserve that.

    ETA:
    I do not know the laws of Minnesota, but it is hard for me to imagine how an entire court case here could be sealed if it involves a public employee. Certain documents - particularly related to a victim - can be sealed, but I don't think I've ever heard of an entire case being sealed.
