If that's all he is carrying, a Camelbak would be better; it would hold more water and still have room for everything you listed.

No fuel problem here in my area. I too keep a bunch of 5 gallon cans since I can't have a bulk storage tank. After that pipeline burst I checked my cans and realized I'd slacked off on keeping all of them topped off. Sunoco is loving my card this month.....

Years and years of using them in the field in the Guard, I found that most bags lost their integrity through rips and tears than the seal failing.
They're cheapo enough that I would just stock up and plan on replacing them periodically
